Emmanouil (Manolis) D. Beladakis is President of METANUS – Education, Innovation & Development Group and serves as Director of the Directorate of Primary Education of Heraklion, Crete.
He holds a PhD from the University of Crete, School of Social Sciences, Department of Political Science. His doctoral dissertation was entitled “Migration and Education: The Case of the Greek School.” He also holds a Master’s degree from the University of the Aegean, School of Humanities, Department of Preschool Education and Educational Design, from the postgraduate programme “Models of Design and Development of Educational Units,” with a specialisation in “Management and Evaluation of Educational Units.” He is also a graduate of the Department of Primary Education of the National and Kapodistrian University of Athens, as well as the Pedagogical Academy of Heraklion.
He has specialised in Intercultural Education, Counselling, Career Guidance, Organisational and School Management, and Special Education. His scientific and research interests include, among others, Educational Administration, Special Education, Conflict Management in Education, Innovation Management, school-family relationships, school effectiveness, and Intercultural Education. In these fields, he has published articles, research papers, and studies in recognised scientific journals.

For many years, he served as publisher and editor of the educational journals Educational Orientations and Contemporary Orientations in Education. He has participated in scientific conferences in Greece, Cyprus, and other countries, and has represented Greece at conferences of the European Trade Union Committee for Education (ETUCE) in Europe and the Trade Union Advisory Committee (TUAC) to the OECD.
He has participated in councils and committees of the Greek Ministry of Education, has taught in university educational programmes in Greece and Cyprus, and has extensive experience in the design, coordination, and implementation of European educational projects, including projects within the Comenius and Erasmus+ programmes.
Since 2013, he has served as an Academic Associate of the School of Pedagogical and Technological Education (ASPETE) and the University of Nicosia, teaching in adult education and training programmes. His extensive scientific, administrative, and educational work focuses on connecting educational leadership and administration with innovation, inclusion, interculturality, and the continuous improvement of the quality of education.
